Can't view DVD in OS X.

I have a 350MHz G4 running OS X. My computer has an ATI PCI video card with the decoder card and a DVD drive. I am unable to view DVD's while running OS X. The drive and decoder card work fine in OS-9.

Is this normal or am I missing something!
