Capturing ToolTip

On Snow Leopard, how can I capture the ToolTip and also manually select the area that I want?

This link looked promising, but when I tried it, the ToolTip wouldn't appear...

Open Grab, select Capture > Timed Screen.

A ten second timer starts and will capture the tool tip

Is Grab the default app that OS-X uses to do screen-captures?

By that I mean that I know if you do things like Command-Control-Shift-4 it will do a capture.

Is that Grab in the background or something else?

BTW, while you were responding, I figured out a few weeks ago that SnagIt allows you to do something similar.
