There is a difference. The ipad needs more power than the iphone.
 
I remember reading somewhere that the new iPad takes a bit more power than the original. I've been through this already with iPad 1 - my old iPhone charger wuldn't work with it. I would make sure a new charger will work with the iPad 2 before buying, or save the receipt and return it if the iPad 1 charger doesn't work.
