iPhone 12 Pro Max Cardio Fitness step change when phone changed iPhone 11 to 12

My Cardio Fitness graph shows a clear step change down:

The only thing that changed on that step down is that I changed my iPhone 11 Pro Max to an iPhone 12 Pro Max.

All data was migrated across by the quick transfer process.

Why is my iPhone 12 showing lower values?

Any thoughts?
