Can some one please explain to me what the following numbers mean on the side of my lens?

Remember that in some parts of the world they use a comma as the decimal place. The so translate into American

Is this a video camera lens? Either that or a P&S with a long zoom.
It likely means f/1.8 and 5.4mm to 54mm
 
It means the lens has a maximum aperture of f1.8 and can zoom from a focal length of 5.4mm at the wide end to 54mm at the long end.
