iPhone CarPlay: Playlists not shown when Library has only playlists

Honestly I am not sure if it is iOS 13's issue or not, just noticed this after I upgraded to iOS 13 (iPhone Xs)...

I have playlists in Library, no albums or downloaded songs. works fine on iPhone.

On CarPlay, Music / Library is empty, it is not showing any playlists.

The only way to have playlists appeared is, add an album to Library, immediately new added album and all playlists appeared.

If I delete album, all playlists disappeared again.

is this by design or a bug?
