iPhone "Carrier" In Settings

First of all, ip5 AT&T on 7.0.6 jb via Evasi0n - I was in settings the other day and a new option had appeared below VPN, "Carrier" I was curious as I've never seen this before and when you go into it, you could choose automatic or manual. I assume this was to choose an alternative carrier (T-Mob / Viaero or some other GSM carrier) I assume. Anyhow, I left it on automatic since I had no need to roam, but now the "carrier" choice is gone. Any thoughts on how/why this showed up and is now gone?

what exactly are you asking about?

are you asking about the network selection (via selecting "carrier") or VPN?

I was asking about why it was there and is now gone. Also what would cause that behavior to happen.
