I've been wondering this for a long time. In settings/ General/ about/ Carrier,
besides the carrier name there is a number, what is the number for that apears next to the carrier name??

in 8.02 my phone had vodafone P 17.0, now with 8.1 it shows vodafone P 18.0.

It is the version of your carrier settings/firmware. I just went from 18.0 to 18.1 today on T-Mobile. Click on SEID near the bottom of that page to check for updates.
 
No problem! Your question actually reminded me that I accidentally pressed 'not right now' to a carrier update early this morning, so it gave me an opportunity to do it manually.

I don't have SEID on that page, at the bottom all i see is Legal and Trust Store

Below Modem Firmware it just has Legal. Maybe its not available on 4S or just for U.S models.

As it turns out, SEID is something to do with the secure element (for TouchID). Me pressing it and my carrier settings update just happened to coincide, but was not caused by it. My bad.
