If you have to call your carrier for technical support with your watch, make sure you ask for the specific “Apple Watch technical support” department. My cellular watch number was left in limbo after a recent switch to AT&T from Verizon (yes, the greater or lesser of two evils, depending on your point of view). Ten hours of three in-store visits and on-call back and forths with people who have no idea what they’re dealing with, plus two non call-backs from a rep of Apple and AT&T (the former of whom I can’t really blame for giving up).

Finally, last night, I called Apple in a bid to just return the watch for a replacement (using the lack of a physical SIM card as my hopeful out). The senior advisor, who was very adept at making me divert my blame back to the carrier, explained about the specific department mentioned above.

A final call, five minutes in duration, and my watch’s cellular data is active.
