iPad mini Cases the same

Are the dimensions roughly the same from the ipad mini and mini with retina? Basically what I want to know is will a case for the mini fit on the new mini with retina?

Technically yes, but the non-retina mini case would cover up the second microphone causing lesser quality voice recognition.
