Catalina: Can't Access iCloud System Preferences?

I just installed Mac OS Catalina and had the freeze-issue during setup. I did a hard reset and was able to sign in. Now, when I access System Preferences, many of my iCloud specific settings are literally not accessible. Oddly enough, "Sidecar" works with my iPad even though the System Preferences Application is unaccessible.

Any ideas on how to resolve this?
