I was trying to install fresh Catalina 10.15.1 from USB. At the end of installation it ask for network connection
however if i skip it, it cannot continue, require internet to finalize installation or shutdown. Does anybody else having this problem ?

Yesterday I did a usb installation and one Internet installation to 2 machines without problems.

Per the original statement, "At the end of installation it ask for network connection
however if i skip it, it cannot continue, require internet to finalize installation or shutdown." by OP, then your two internet installations wouldn't matter. Did you have a network and internet connection for the USB installation?

I'll test in a VM but I don't recall there ever being a requirement for a network connection unless the computer is firmware locked or installation upgrade over a previous installation was locked to an Apple ID.

Never need internet when I did a usb install. Sometimes the installation gives you the option to log into a wifi network. I just recalled that.

Yep. I decided to perform an install in a VM, granted not the underlying metal of a MBP, but it installed without cancelling. So, in that particular situation, network is not required to complete installation, which I would expound on is not required to clean install on any Apple computers. OP should redo or they've got locked hardware requiring a network connection to activate with Apple servers.
