I'm running Catalina (10.15.7) on my Late 2012 Mac Mini. I recently downloaded Safari Version 14.1 (15611.1.21.161.7, 15611) which seems to work fine from a "connecting and loading websites" perspective.

I am having a problem with the preferences. I try to change a few things like showing the favorites bar, setting a different homepage and changing what shows up on the start page. They all change in the session but fail to sick once I close Safari. It also opens in the some small window when I restart. So:

In this versions, is the Favorites Bar no longer sticky when you shut down Safari?

How do you make sure changes to the preferences save?

Well, I never figured exactly what was going on but I solved the problem with a new Mini M1 <grin>

I'm going to wait a month or so just to make sure everything is properly moved and working on the new mini and then I'll do a complete worker on the old one. I'm not sure what I will ultimately do with it but I want to get it stable at a minimum.

A couple of things on the new mini:

I pulled the trigger as I wanted 2TB and 16GB and these started showing up in the refurbished store so they are immediately available. (Like next day shipping available.)

The migration process worked ok to a point. I was not aware that it would move all the non-compatible stuff over. (For example, it moved Intel PowerGadget which makes no sense at all...) Cleaning these up was a bit of a mess.

I also had a few issues with the photo and video libraries. My preference is to have all my files on the hard drive (thus 2TB) but the migration process created a lot of different stuff that almost doubled the used space. I've sorted it out for now by having my existing files "frozen" (or archived) in a renamed library and using iCloud with the app. Everything is in iCloud so that's ok. I'll just have to get used to the idea that I may not be able to keep new stuff on the hard drive.

Of course, the best part of the whole deal is my office is now dead quiet. I was ruling both mini's for awhile and the old one is not a loud machine but between the fan and the spinning drive it was noticeable. The new new mini just sits there. No sound, no heat it just sits there...
