That sounds backwards. You're deliberately porting an app from ARM to Intel, how would that lead back to ARM?
 
The idea of an ARM based mac isn't that interesting from a performance standpoint. It's probably more interesting today than it was a decade ago when people were already speculating on this, but still not that interesting.

Porting an app from ARM to Intel mainly means that you would have an OSX gui and front end components in place. It would still require significant work to port later, particularly for anything with performance sensitive components. To be more specific, Neon and AVX are not that similar.

its a good question.

this is the way i see it:

apple has been steadily integrating macOS functions and iOS functions, especially for the two most recent updates to both macOS and iOS.
Continuity, using yr iPhone as scanner direct to Mac apps, Sidecar, Files app, iCloud Drive.
and most recently, using yr iPhone to unlock yr Mac.

tighter integration between desktop and more mobile platforms is useful and a defined strategy of apple's.

ARMed iPadOS has especially been given the go ahead to diverge from iPhone iOS to make what you can do on an iPad more efficient.

although Catalyst is basically about making iOS apps available for Mac users, you can express that in a different way: take code that is basically iOS code and make it available for a trackpad based desktop device.
evidently, from listening to developers who have tried to port apps using tools available, Catalyst still requires so much work to get it to appear to be written for a trackpad laptop.

but the Trojan Horse strategy is that as more and more of these iOS based apps get ported over to the Mac, the easier it will be to have a completely new device: not a traditional laptop, but rather a trackpad iOS system.

the common element is that iOS is the base for this.
