CD Drive Won't boot

I have a 13 inch macbook and I have never had problems before. I always remembered that during startup, the disk drive would make a double click noise and boot the drive for startup and it stopped doing it this morning when I turned the computer on. I tried inserting a cd, but it only goes in roughly an inch and a half before it gets snagged and wont insert any further. Is there a way to force a bootup of the disk drive?
