CDMA iPhone 4s return to owner!

Hi there,

during my trip in the US, I found an iPhone 4s (cdma, without the sim card slot) on the side of the road that was severely damaged, but still works!
I tried to boot it, but it asks me for a passcode that I don't know.

The sleep/power button is broken, so I can't do the trick that gets you around the passcode screen. I can't get it in recovery mode as well.

What can I do?
I would like to get it back to the owner, but if that won't work, I might just use it myself as an iPod

Take it to an apple store or what ever carrier it's for

Leave it at the nearest police station.
If anyone reported it lost or stolen they will bring it back to its owner.
