CDMA rev B smartphone

I am looking to buy for my relatives in Eastern Europe a CDMA rev B smartphone. I know that CDMA Iphones 5 and 5S got it but it is more than I want to spend. Am I correct that Iphones 4/4S still do not have rev B enabled by Apple?

I may go with a used Android smartphone since they familiar with android. Which Android smartphones support it?
