So I went to the menu where you can set cellular data use for apps.

Under each app it has a size under the App name, so I am guessing that is the size of the App?

I noticed on my phone the AppStore is listed as 959MB and Facebook is listed as 1.1GB.

Is there a way to reduce the sizes of those two? I tried uninstalling FB and reinstalling it, but it went right back to that size.

Any idea?

that is how much data you have used for each app not the size.

reset statistics should put everything at 0

general/usage is where you see the app size (which also does not match the app store if you notice)
App Store just lists the size of the compressed app for installation not the actual installed app not any data that gets stored by the app and gets added to the size associated with it in settings.
