cellular data reminders

is it normal that i get reminders like "turn on ur cellular data or wi-fi to access data" when im not even using the internet?
because i get the reminders alot. and sometimes i even get texts saying im trying to use cellular data plan.
note: im using none cellular data plan, and i never tried to use any networks.
how do i turn off the reminders.
