Cellular Notifications Missing on watchOS 10

Is anyone else having issues with notifications while on cellular? I get all of Apple's services (iMessage, FaceTime, phone calls) but no other notifications until I am either on wifi or connected back to my phone. Has anyone else experienced this? Everything comes through fine with all other connectivity, but once I am on cellular I get no third party notifications. Is this happening to anyone else?
