I'm not sure if I'm the only one who is experiencing this but whenever I turn an app off under cellular it always switches itself back on. I really don't feel the need to have data on for notes, settings, contacts, music etc.
 
do you have those same things enabled for icloud backup too? having them enabled for icloud will likely cause them to be overridden to allow for it to sync properly.

I had this issue in one of the betas, but not now. Are you on the GM or which beta?
 
I turned off iCloud and these things are still turning on after I turn them off. I think that it might be a 4S issuse since my brother has no problem turning them off on his 5.
 
I've used 300mb of data in less than a week due to these applications being on and not turning off.
