I have final cut express HD and I am trying to put a blck image that says censor over someone, and then have it move across the screen following them. How can I do this?

All you really do is lay the black piece on top of your video in v2 and keyframe it to follow the character, it's quite simple. This tutorial should show the basics of it to you.
