Is there a way using DVD Player or something like VLC to make it so it blacks out certain scenes during a movie's playback? I'm trying to cut out one or two visual scenes in a movie whenever it plays, but want to keep audio for it. Just a black screen.

No, there's no such functionality, heck the studios got their panties in a bind when some company re-edited out the naughty bits of various movies and told them (and took them to court) to cease and desist. I doubt very much they'd allow the consumer to do just that.

Have you thought about ripping it and doing a quick edit via iMovie? Then, you could reburn it to a new DVD.
