It seems certain third-party iOS USB cables have issue charging the 3rd generation iPad. I am actually using the factory 10 watt wall charger that came with the new iPad. I got two of these cables from this eBay seller:

When I plug the cables in to the Ipad it says "not charging". The cables do work for a iPhone 4S and iPhone 3G, however.

Another old third-party USB cable did work with the iPad, so it seems to be an issue with the cable.

Can anyone recommend another eBay seller for cables that work for the new iPad?

Yea, I have had the same problem with a few different cables. The cables worked fine on the iPad 2 but not the 3. Even though it says "not charging" it still is but at a very very low rate. Also the longer the cable the less likely it is to work.

I just got a 6' Monoprice cable which is much heavier then the normal cables and that seems to work, problem with that is the connector end is so thick (as is the whole cable) I'm afraid it will damage the charging jack when the cable is flexed.

I bought the 6' RND brand cable from Amazon for $11. It's charging the new iPad just fine.

Looks good. Have you actually fully discharged the new iPad than charged it to see how long it would take? Curious to know the FULL charge time from 0 to 100% with that cable. I have a bunch of similar 6' cables and on the "3" that full charge time is where they all differ. Anywhere from 6 to 15 hours. They all were fine on the "2."
 
I went the cheap way on the cables before and had horrible luck. I bought a genuine one for like 8 bucks in box on eBay. Works great.
