Certificate end date past, but still valid ??

How is a certificate on mac still valid, after its end date ? Wouldn't that prevent the renewing ? I'm wondering if this video capture safe to install:

The certificate is probably signed with a trusted time stamp.
On Catalina 10.15.4 or later you can run `pkgutil --check-sig` and it will tell you if the package has a trusted time stamp signature.
