I thought someone might be able to help.

I have recently moved internet providers who I now know use CG-NAT.

Running Yosemite on my rMBP location services work OK but on the MacPro running El Capitan 10.11.1 it doesn't work at all.
If I connect the MacPro though my phone and a personal hotspot, locations work.
So the assumption is that CG-NAT somehow blocked location services, however www.whatismyipaddress.org does find me....

If anyone could shed some light I would be grateful
