Challenge for Apple software specialists...

Please find the attached picture. As you will see, someone figured out a way to play Live Television on part of a Plasma television set, while at the same time, looping advertisments on the right side and top of the screen. Is there a software system that will allow for this capability.

I believe they are running this through a Mac Mini.

Any help is much appreciated.
