Is it possible that I change my external HDD format from HFS+ case sensitive to HFS+ normal(not case sensitive)?

With a reformat? That's trivial, just go into Disk Utility.
Without reformatting? That's harder - I wouldn't be surprised if it's possible, I just don't know how.

Without reformatting. If it's possible I still have no idea how to do it. Help would be appreciated

I'm going to take a guess that this can't be done UNLESS you reinitialize the volume in question.
