Do you mean that if you create a new user account, and connect to your router, will it assign you a new IP address? I don't believe this is the case. It's my understanding that the MAC address will be the same in either case, and the IP address as well.

Your IP address is assigned by your ISP. Some change it regularly, some on a reboot of your cable modem.
 
Just to clarify a bit further, your personal router may very well assign new IP addresses, and in fact you could specify whatever static IP address you like on your local network. However, this will not change the external IP address that your are assigned by your ISP. It's this external address that is important when dealing with the outside world.
