Can I make it so whenever I click on an application in the dock (say safari, or Finder), that it opens a new window in the space I’m in, rather than flying me to a space w/an active window?

This behavior breaks spaces for me.
 
If you right click the item in the dock then select "Options" then under "Assign To" select none "None"
This isn’t the issue.

Say I have a bunch of safari windows in space 1, but I want to open a new safari window in space 2.
It’s impossible to do without going back to space 1. Try it.
 
Thats true if you click the Safari icon in the Dock. However if you Right click the icon and select new window that works
I’ve literally never used right-click in the dock ever lol.

Is there a way to change this behavior? I want it to open a new window.
 
Did you mean open a new blank window? If so you will need to set Safari to open new windows with a empty page

Don't know of any other way to change the action of clicking the Safari Icon in the Dock

In fact if you have a Safari window open in say 3 spaces, each time you single click it will move between each space
