change the alert words (voice thingy)

Hi

I was wovdering if its possibly to change what the voice says for alerts in dictation.
as in i could choose what my laptop says when the battery is low and so on.

im not talking about changing the voice. I want to change what the voice says.

tried googling this. all google came up with was "change voice" -.-
