My wife is on the iPhone upgrade program and is going from an iPhone 12 Pro to an iPhone 13 which she preordered already. Now she tells me she needs more storage, wants the Pro, and accidentally got AppleCare+ which she wants to take off.

The phone (gold) is in stock everywhere and can probably be picked up this week.

How do I cancel/change if it’s already ordered and en route with a Friday 9/24 delivery?
 
To add - Apple phone support didn’t know the process and told me Citizens Bank would be better to contact.
 
If she plans to be on iUP, I believe there’s no way to take out the applecare + as it’s part of it. If you mean the other one (AUP), where you just pay for 24 month and not upgrade that plan is optional for applecare +.

You’d have to cancel the order and redo the ordering process.

Can't cancel the order at this point. Will need to wait until the ordered phone arrives, return it, which will close out the Citizens loan, then rebuy, with a new Citizens loan. As Shadow mentioned, if it's the Apple Upgrade Program, you can't unbundle AppleCare regardless, as it's baked into the program.

Somehow I was able to take off AppleCare+ when I signed for my own iPhone upgrade program but maybe that’s because I also did an XS trade in.

I assume I can do this all in the store on Friday especially given they may have the phone in stock?
