You can make a new one, but it will not transfer your purchases from the old one.

If all you want to do is change the name of the apple id itself, you can do that at appleid.apple.com. The account stays the same, only the name changes.

Yup you can change it. I changed mine earlier in the year since I had a couple fraudulent charges on my account.
