I have a dark wallpaper that I really want to keep, but I can never tell which applications are open because the open app. arrow color is also black. Is there a way to change the arrow color so that I can see it with a dark/black background?

perhaps http://www.unsanity.com/haxies/mightymouse would be a solution? Don't really know, never used it.
I think that program is for the cursor, not the open app arrows (the ones that appear under the icons in the dock).
you are correct i was reading it wrong, if you want to change the arrow of the dock (i assumed a different arrow sry) then you can change it with something this:
