Changing assigned number before activation (AT&T)

In an email I received regarding shipment of my iPhone 4s they provided me with my new cell phone number assignment (I am a first time customer). I live in NYC and want to get a new number with a different area code than the one provided. Will I be able to have the assigned number changed before I activate the phone without having to pay the $35 fee.?
