Using Safari, when I click on certain links for a pdf, the pdf opens in Safari vs giving option to download. I then have the option to download with the toolbar that appears on the bottom. Clicking the arrow places it in the download folder requiring me to move the file. Is there a way to change that? Preferably each time. I've tried to hold control, option & command (individually each time) while clicking on the arrow, the file still goes to downloads.

I realize if the pdf opens in Safari vs giving the option to download is more a matter of how the website is set up vs my Mac. Just like on a Windows box. I know in Windows I can force it to ask me if I want to open or download, I'm not looking for that. I'm ok with the pdf opening in Safari, I just want to specify where to save the file vs it always going to the downloads folder and then I have to move it.

Mac is running 15.3.2 Safari 18.3.1

I don't believe you can ad hoc specify download location using the toolbar... but you can use File > Save As... or Command+S to save the PDF file where you want.
 
I'll try that next time. I'd previously told Safari to ask for each download, but that doesn't work with that toolbar.
