Changing HD where Bootcamp is located

I want to change my bootcamp HD from HD3 to HD1(Mac Os X Leopard), how can I duplicate Windows XP and transfer it to another HD. Basically my HD3 is failing and want to transfer everything safely.

I just want to find a Windows version of Carbon Copy Cloner (thats Free).
