On the iPhone 6 or 6S which has six rows of icons and four columns, is there a way to reduce it to only five rows and the icons are still scaled to fill the whole screen? Even a third-party app that can do this would be acceptable.
 
Correct. There are a number of jailbreak tweaks or apps that will allow this. Apple does not allow it stock.
 
Only way is using zoomed mode. But that changes a whole lot more as well.
 
The things that stock iOS locks down are so basic...truly a shame that you can't change it. It's 2016...not 2008.

Very fortunate that a JB was available shortly after the 6s came out. And I'll stay on iOS 9.0.2 for however long until the next JB (if it happens).
