Changing Port on Leopard?

Hi,

What's the best method for forwarding a port/changing a port on Mac OS Leopard? I know it was really easy in Tiger but I'm struggling to find a good way to do it in Leopard.

Specifically, I want to forward a port to 9031. If anybody could help, that would be fantastic.
