Changing primary Find My device notification

Hi guys
I changed my primary tracking device from one iPhone to another iPhone (both use my icloud account) and it sent a notification on iMessage to my Find My contacts that i turned off location sharing with them.

i had to manually re-enable sharing.
Is this how it should behave?

Seems dodgy that I can’t change the device without notifying everyone I did that.

Has this happened to anyone else?
