I am using Garage Band to make mp3 ringtones for my phone and was wondering how i would decrease the size (maybe kbps or something) or quality so that the actual file would be smaller.
 
Actually, this sort of thing is best done in iTunes, not GarageBand. After you've created the file and exported it to iTunes, use iTunes' conversion feature to make it, say, a 128 kbps AAC audio file. You can find the setting you need in iTunes preferences, in the advanced section.
