Changing the iTunes login account

I wish to change the login account associated with my iTunes library. Can anyone please clarify whether or not I can retain my existing music library if I change the account?

Also, after changing the account, I assume that re-syncing to the iPod will change the login ID used on the iPod when accessing the App store? I can see no way of changing the login ID used, from my iPod settings menu.
