Character picker now disabled by default?

My boss just bought a new Macbook Pro with OSX Lion and it came with the character picker disabled (keys repeat instead).

Can any recent buyers confirm this? Could there be another system setting which disables it?

US International and Brazilian keyboards enabled.

just hold down the the desired key and all the versions of that letter with the different accents will pop up
