Charged 'Again' for a Family Shared Game!

Guys,
I have Family Sharing set up between my wife and I where I am in control of sharing.
The other day I installed two games on my wife's iPhone for her both from my purchases.
Both games I had already paid for and before selecting to install I did see that both games were listed as Free as I had already purchased said games.

Now roll forward a few days and today I notice I have been charged a second time for both games.

Question being ~ Has this happened to anyone else or do you have any information on this before I go to Apple. Any additional info would be great thanks.

Thanks for the link but no, the two apps I have been charged for again we're not in app purchase, they were direct purchase.

Both are paid apps paid by me but both were showing as free on my wife's iPhone.

It makes no sense why apple have charged me again for both.
