Charger operation question

I powered off the iPad(3).

As soon as I plug it in to the wall charger it turns on. The "apple" comes on the screen then it goes black again. While the screen doesn't come on if you touch the home button it comes up to the lock slider.

If I plug it in to the charger and then turn it off it stays off.

Is this "normal?"

We own multiple iPads, all of them operate exactly as you say.
