Charger question

I put my iPad 3 on the charger at 27% battery at 4 pm today. I got home and just now, at 10:40, I took it off the charger and it was only at 87%. Is that right? That seems very long to not charge full.

This happens to me if I don't use the correct charger or data cable. By not using the correct one it trickle charges.

I'm using the brick charger block, not the iPhone one
