As an experiment, I plugged the Apple Pencil into my iPhone 6 Plus for 10 minutes. Apple Pencil charge went for 70% to 99% in 10 minutes. The iPhone's charge started at 100% when I plugged the Apple Pencil into it and was still at 100% when I unplugged it.

I thought the iPad pro was the only device that can charge the Apple Pencil. Live and learn, I guess.
 
Wow, you're right! Just plugged the Pencil into my iPhone and sure enough the charging bolt appears on the widget on the iPad.

I wonder if it's just the 6s. I don't have any other devices to test it on at the minute (except the Magic Keyboard and Magic Trackpad 2, both of which unsurprisingly would not charge it).
 
I tried to Google this before I experimented. I couldn't find anything, so I just did it.
 
Works great for me to charge my Apple Pencil in my iPhone 6s+. iPad battery widget shows the level of charge as it is charging. I always have my iPhone with me and it is easy to find a place to put it with the pencil attached where it can't easily be accidentally damaged, unlike in the iPad. I put the cap on one of the magnets on the iPad while the pencil is charging in the iPhone.

I tried it on my 6+ while my 12.9 iPP was charging and it did work great!
 
In my experience, since the Apple Pencil charges so fast, the awkward positioning of plugging it into a phone or tablet is awfully convenient! Sometimes, looks aren't everything, that adapter, I used once when I first got the pencil and now it's just sitting in my bag. The convenience of being able to just plug the pencil in for a few minutes to fully charge is an awesome idea.
