iPod touch Charging Buzz? when plugging into Mac/PC

Everytime I plug my iPod Touch into my Mac or PC it gives me this quick 1-second buzz everytime, and when trying a friends theirs does it too...is this normal? almost sounds like some sort of battery shock or something.
