I'm in London right now. My wife has her iPhone 4 here with her. We have a Travelwise dual wattage converter that input's 220V and outputs 110. It says to use it only for appliances with a watt rating of 25 or less. Will we be okay to charge her phone. I don't want to fry that sucker.

iPhone chargers are rated at 5 watt, so it won't be a problem.
 
You don't have to use the converter. iPhones are dual voltage. All you need to do is plug your charger into an adapter.
