Do you think this is inevitable? I have been searching the net for about an hour and have found no reports of anyone attempting to do this. This could be huge!

Such an app did exist, and it was yanked off the app store by Apple. This forum post contains a few ideas as to why it was yanked.

After iChatr, Apple will most likely tread carefully around apps with such functionality. The official Chatroulette app is still available, though.
